On October 27, 2020, the Department of Promotion of Industry and Internal Trade (DPIIT) notified all footwear manufacturers that they will have to obtain a BIS certification for footwear . All footwear had to comply with the applicable Indian standards and be permitted to display the standard mark (ISI mark). This license will come into effect on or before the date specified below, ie, 1 July 2023. After this date, no manufacturer will be able to sell this type of footwear. Without the ISI mark on footwear, the manufacture and sale of footwear made from leather and other materials would be illegal.
Foreign manufacturers ie companies based outside India can also obtain BIS licenses for footwear through BIS Foreign Manufacturers Certification Scheme (FMCS). From 1 July 2023, Customs will not be able to release containers for transporting footwear without a BIS license. BIS registration for footwear is only for manufacturers and not for retailers, importers etc. BIS has issued three quality control orders under the BIS Compulsory Certification Scheme for rubber/polymer footwear, leather footwear and PPE footwear.
